Who Does This To A Baby?

Ok- I totally took this picture on the sly during my brothers wedding ceremony. I couldn't help it- I was drawn to it.

I know people in the south are really into their pageants- but- paaaa-lease!!! I'm sure the baby is very sweet, as are the parents, but this might have missed the mark a bit.

Does anyone even know if an outfit like this is fire retardant?
